Does using cold water in a coffee maker lead to hotter coffee?

I heard a rumor that in order to make hot coffee should be poor in very cold water. If the poor in water at room temperature coffee, in fact cooler. This seems counter-intuitive to me, but I have a basic understanding of the coffee makers at best.
